Abstract:
The study focused on the assessment of strategies for effective human resources training and utilization in the Nigerian public organization. As a strategic as well as operational activity of the human resources management that has been for long denied adequate attention, the researcher used four specific objectives to capture the over all objective of the study. The relevance of the study lies on the fact that it among other things explored the areas of strength and weaknesses in the strategies currently employed by most public organization, and equally proffered a viable solution. Using a simple random sampling technique, seven faculties in the University of Nigeria, with a sum total of one hundred staff was adopted as our population of study. The researcher adopted the questionnaire as an instrument for data collection and the data was analysed using simple percentage and frequency for easy comprehension. As a corollary of the analysis, the study revealed that the current study leave policy does not enhance training and utilization, that most of the trained staff are not utilized due to incongruence between the acquired skills and the organizational need, lack of funds for training purpose and managerial attitudes all negates effective Human Resources training and utilization. The study finally recommends the establishment of manpower training programme policy which should stipulate the criteria for training , provision of funds and performance appraisal before embarking on training to establish congruence between the organizational need and the training to be acquired which will ultimately lead to utilization of the trained staff.
